NAGPUR: "Efficient administration requires efficient implementation of policies and schemes so that the benefits can reach all the sections of society," said Nagpur University's vice chancellor Vilas Sapkal.
He was addressing participants at a symposium on 'Reforms in local governance' organised by the university's post graduate department of public administration and local government.
Former Amravati University VC Kamal Singh and head of the department of the public administration Nilima Deshmukh and others shared the dais.
Students also presented papers on various topics like Right to Information Act (RTI), women and governance and globalisation and local governance. The consecutive sessions were chaired by VNIT registrar BM Ganvir and Kishore Mahabal of NU's department of political science.
Sapkal spoke on the difference between governance and administration. He emphasised on the need for teamwork as a foundation to good governance. "People are looking for reforms. Budgetary policies and procedures cannot be monitored due to the absence of a proper accounting system," he said.
Singh said that good governance was perhaps the most important factor in eradicating poverty and promoting development without which no schemes can improve the quality of life. "Ethics and honesty are a must in order to maintain transparency in governance", she remarked, adding despite being technically sound, projects have failed to deliver the desired results.
Deshmukh stated that the focus of symposium was mainly to bring about reforms in governance as well as the political system.
